The EU Gas Regulatory Change Programme 2017 is part of the wider EU Gas Regulatory Change Programme that commenced delivery during 2013.
The changes proposed reflect the amendments to the primary legislation in the Capacity Allocation Mechanism (CAM) Network Code and the Transparency requirements in the EU Tariff (TAR) Network code.
The associated UNC Modifications are 0597 ‘Rules for the Release of Incremental Capacity at Interconnection Points’ and 0598 ‘Amendments to Capacity Allocation Mechanism to comply with EU Capacity Regulations’.
This change is initiated primarily to ensure compliance with GB and EU legislation, but it is also proposed to take the opportunity to enhance existing business processes impacted by EU legislation and to improve the quality of data provided to the market.
We are working with our partners to deliver the system changes in August and October 2017. We will also be delivering a revised process for CAM Incremental which comes into force on 7th April 2017.
Although there will be some system changes to Gemini and MIPI, we do not envisage a high impact to our customers.

Following successful delivery of Phase 3, the EU team are currently reviewing scope items for delivery in 2017. Further communication will be sent via email and published on this page once scope has been confirmed.

We are pleased to confirm that the EU Gas Regulatory Change Programme delivered the Phase 3 changes for the 1st May 2016. This means that National Grid are now compliant with the EU Interoperability Code requirements as well as the EU Code requirements delivered during 2015. The changes include:• Harmonising gas reference conditions• The introduction of a new data exchange method for the sending of gas IP shipper nomination data to Gemini• Extra gas transparency data published to the ENTSOG Transparency Platform• Disapplication of gas scheduling charges at Interconnection Points• Removal of NG manual processes relating to the gas Capacity Allocation Mechanism network code. The project was delivered with minimal impact to our internal and external customers and stakeholders. The EU Gas Regulatory Programme team within SO Business Change will now be working on planning the implementation of future changes such as the harmonisation of capacity tariff structures

** Issue identified following recent EU Phase 3 code deployment which impacts shippers who can nominate shrinkage. **
An issue has been identified on the BA Associate Balance Screen within Gemini. Incorrect values were feeding through to this screen which is used by shippers for viewing information.
The issue has been understood by Xoserve and will be corrected on the 8th May during the weekly maintenance window. If any shippers wish to view information on this screen in the meantime, please contact Xoserve’s Service Desk on the email below and they will assist with your query.

** EU Phase 3 Additional Deployment - Sunday 5th June 2016 **
Please be aware that an additional system deployment in relation to EU Phase 3 is planned for Sunday 5th June 2016. The Gemini system (including Gemini Exit) will be unavailable from 3am to 5am BST in line with the standard maintenance window for a Sunday. However if there is an issue with the implementation and a roll back of changes is required, then the Gemini system will be unavailable until 6am.
Please note the system changes being implemented do not require changes to third party systems.

Common Reference Conditions: Shippers will now place nominations for Bacton IP at the reference temperatures of 0/25. Gemini will be able to distinguish between gas flowing at a reference temperatures of 15/15 and 0/25
